Contracts Specialist

The Contracts Specialist (CS) will be responsible for the execution of pre contract and post contract award administrative functions within Lasertel.  The CS will be skilled in interpreting complex contract terms and conditions type requirements (including FAR/DFAR,etc.), contract change notice requirements and requests for information/proposals etc.  In addition, the CS will advise the Lasertel team of contractual rights and obligations and ensure these are met accordingly.  The CS will work closely with the Business Development/Sales & Marketing/Procurement teams in the pre contract phases of programs to help ensure compliance with bid and proposal requirements.

The CS will be responsible setting up/managing appropriate filing systems to manage and control related data and communications.  The CS will also provide advice and support to the Lasertel Procurement Team on specific contract related matters.  The CS will interface as required with counterparts within Lasertel’s parent organization.

Duties

  • Review customer RFP/RFQs for completeness. Evaluate RFP/RFQ terms and conditions issues and support the resolution of any points of contention with the customer.  Help to coordinate RFP/RFQ requirements with Lasertel functional departments
  • Support proposal and quotation preparation as required for management approval in accordance with company processes/procedures.
  • Review customer contracts including performance requirements to ensure customer contracts are in accordance with legal requirements, customer specifications and government regulations
  • Prepare and/or review purchase order and contract terms and conditions and related Agreements, e.g. Non-Disclosure Agreements, Teaming Agreements, CRADA’s, License Agreements, etc., for acceptability and compliance with company objectives, policies, and procedures
  • Support the Procurement department with the development and negotiation of major subcontracts
  • Work cross-functionally, to ensure customer requirements and flow down are relayed to appropriate departments in an effective and timely manner

 

  • Initiate internal documentation in conjunction with Finance and Program Management to authorize and direct work in accordance with contractual requirements
  • Provide Lasertel management team with regular updates on contracts matters/status/risks/issues etc.
  • Monitor company performance on contractual obligations made to customers
  • Maintain contract records in accordance with organizational procedures
  • Manage the company’s registration in the government’s System for Award Management (SAM)
  • Ensure system data is maintained and support the effective generation of Contracts metrics
  • Promote and advocate best practice process/procedures for contracts administration.  This will involve liaison with counterparts in our parent and sister companies accordingly
  • Stay abreast of changes in US Government regulations as they relate to contracting with Lasertel and any impact these may have on internal processes/procedures
